About Us
The story of Muleccul
Muleccul is a category one microfinance institution (MFI) and a cooperative society. It was formed by over 100 cooperators and became officially registered as a cooperative society with the Ministry of Agriculture and Rural Development in 2020. In 2024, Muleccul was accredited as a Category 1 Microfinance Institution by decree number 0000492/MINFI of March 28, 2024 (Minister of Finance), following COBAC decision D-2023/338 of December 19, 2023. Muleccul is affiliated with RECCU-CAM and consistently demonstrates its commitment to cooperative principles.
Board Of Directors (BOD)
The Board of Directors (BOD) is at the helm of the Credit Union, steering its direction and ensuring effective management and that the Credit Union serves the best interests of the members and works towards a prosperous future for the community.
The BOD comprises of five members including a Chairperson, Vice Chair, and Secretary, the BOD is elected by the Annual General Meeting (AGM) for a renewable three-year term.

Supervisory Board (SB)
The Supervisory Board (SB) is a cornerstone of our commitment to transparency, accountability, and excellence. The primary responsibility of the SB the internal supervision of the Credit Union. Their independent oversight is crucial in maintaining the trust and confidence of the community, ensuring that Muleccul operates with the highest level of integrity and efficiency.
The SB comprises of three to five members led by a Chairperson and is elected for a three-year term, with the option for re-election.
Women’s Committee (WC)
This dedicated group champions gender-related issues and promotes the development, education, and inclusion of women within the community. The WC comprises of three to five members, each elected for a three-year term with the possibility of serving two additional consecutive terms.
The committee includes a Chairperson, a Secretary, and other members who work collaboratively.

Management
The General Manager ensures that management team works cohesively to implement the strategic plans set forth by the Board of Directors, ensuring efficient and effective service for the members and the community. The GM drives the mission forward, fostering a culture of continuous improvement and member-centricity. The GM’s leadership is pivotal in maintaining the high standards and trusted reputation of Muleccul.

Annual General Meetings (AGMs)
AGMs are held within the first six months of the financial year, usually in March or April. All members are urged to attend and shape the future of the Credit Union.
At the AGM, members confirm the previous meeting’s minutes, review reports from management, the Board of Directors (BOD), and the Supervisory Board (SB), and approve budgets for the upcoming year. Additionally, members elect new BOD and SB members, directly influencing the Credit Union’s leadership and governance. Member participation is essential to maintaining Muleccul’s integrity and success.
